        Dr. Graham Watts
Dr. Graham Watts
is the Executive Director of Research, Advocacy, Counseling & Evaluation Incorporated, (RACE), and City of Jacksonville, Ryan White Part A Quality Improvement Manager.   After completing a six-year tour of duty in the United States Navy, as a Sonar Technician, he completed the Ph.D. in Health Education & Promotion at The University of Alabama, Tuscaloosa.   Subsequently, he taught at Indiana University, Bloomington.

         Upon returning to Jacksonville, he taught at the University of North Florida, Jacksonville, as an adjunct professor and served as Policy Research Associate with Duval County Health Department, Institute for Health Policy and Evaluation Research.  These experiences provided a turning point toward quality improvement.  Drawing upon his collective experiences in the Navy, academia, and public health, he has served as attache to the City of Jacksonville Ryan White Part A Program, and consultant to community health and social service organizations, which serve people living with HIV and AIDS in Metropolitan Jacksonville, Florida.

        In the role of Quality Manager for the City of Jacksonville, Ryan White Part A Administrative Agency, two strategies influence Graham's work: identification of a program’s strengths, weaknesses, opportunities, and threats, (SWOT), followed by recommendations that aim for systematic improvement in the structure, processes, outputs, and outcomes of care and services within the organizational setting.  Dr. Watts helps organizational leaders to formulate service improvement strategies by conceptualizing health services as a set of intentional knowledge, skills, and behaviors associated with the daily practice of service delivery.  By demystifying the continuous improvement process, and rejecting excuses for substandard performance, Dr. Watts' professional mantra is—The sky is the limit, and success is within our grasp, if we have the right attitude coupled with knowledge, skills, and a supportive cast of committed and empowered change agents.  The work of helping agencies to systematically develop this performance improvement culture liberates agencies and places them on a track to success.
